Horizon-scanning issues

Horizon-scanning

To anticipate future ethical challenges, policymakers need to understand not only which issues are emerging on the horizon, but also which require attention today. Our horizon-scanning activities aim to identify these.

October 2026

Rural spatial injustice and digitalisation

Rapid digital transformation risks deepening existing inequalities and imposing additional burdens on rural communities.

EU-tech sovereignty and sustainability

Discoursive shifts in political priorities signal efforts in reaching technological sovereignty risk putting environmental goals under strain in the EU.

Advances and risks in mirror life research

Advances in synthetic biology suggest that it may be possible to engineer self-replicating organisms with no natural measures of containment, potentially harming human and ecological health.

Methodology

We build on issues identified in trusted input sources from existing horizon-scanning and foresight initiatives, as well as from policy, media, ethics expert networks, and academia. These many sources identify developments across technological, economic, (geo)political, sociocultural, and environmental domains. But these sources do not necessarily discuss the ethical dimension of these developments.

So our horizon-scanning activities aim to highlight a small number of selected issues from these many sources, and to explain why ethical reflection is relevant now for these issues.

Within the Ethics Advice Mechanism, SAEGE conducts horizon-scanning activities to serve the European Commission and the wider European political community. These activities are distinct from the EGE’s advisory work and do not constrain or predetermine the EGE’s choice of topics, deliberations or advice.
